Have you tried any player to player comparisons?
Favor tools tend to overrate and yes favor ability tends to underrate.
Favor ability likes players whose current ratings are close to their potential ratings. Tools will tend to overrate players that have a large gap between current and potential. Tools may seem accurate vs 100% accuracy but keep in mind that players will not reach their full potential 100% of the time. Ability scouts represent the safe pick and favor what a player can do now. Tools like raw talent and base their ratings on max development.
This is why in the pics you posted favor tools had a bunch RP & CL at the top of the list. 100% accuracy also have the same RP & CL but the game artificially boosts OVR/POT at those positions.
Ability scout doesn't have this problem because it values skill.
