I was in the same boat about a year ago. I switched from a Chromebook to Windows laptop mainly because of OOTP. I'm not a gamer, I'm not into video editing, etc., so I really didn't want to blow too much cash on more machine than I needed. Wound up spending around $450 on a Lenovo Ideapad with an i5-7200, 8 GB RAM, 256 GB SSD, 15 inch screen and it runs OOTP wonderfully.
