Right. Relievers are used to hurrying up and waiting. If they're loose they'll just toss the ball a few times to the bullpen catcher, maybe a pitch or two at full speed mixed in, grab a sip to drink, and otherwise stand there and watch the game. They don't keep throwing continuously throughout the inning.
