you can already do both of those things.
If you navigate to Front Office ->Scouting and untick "Send Reports on upcoming opponents during regular season" you'll stop getting those messages from your scout about every upcoming series.
If you go to your shortlists, and select the custom shortlist, there's a button labeled "Delete Current Shortlist" right next to the list of shortlists. You can delete your custom ones, but not the default one
