I don't know what strat-o-matic is but this is literally a baseball simulation game. It could be used as the basis of a keeper fantasy league, assuming you're willing to put in the work to manage the scoring of your league.

It's an extremely in-depth baseball simulation game.

Every player in the MLB and all associated minor leagues (AAA, AA, A+, A, A-, Rookie lagues, PSL, GCL, plus a large number of international leagues including Japan, Korea, and many more)

Yes. You can make up entirely different leagues if you want, with different rule sets.
