I'm trying to create a universe (sit in 1933, the depths of the Depression) in which blacks are still banned from MLB (and the minors), but the Negro Leagues re-brand as the USBA and allow whites into their league. I know there are check boxes to allow this to happen but I'll be danged if I can find them...any attempt to bring free agents into the USBA indicates there are zero players available. Thoughts?

EDIT: I think I see it now. Minor leagues have a "Negro League Rules" checkbox, but unaffiliated leagues don't. So, I guess I have to affiliate the USBA with the majors...?

ANOTHER EDIT: Trouble is, an affiliated league can't hold a Free Agent Draft...OK, now what?!
