Draft settings needed for sustainable draft classes

Ok here me out. This is in regards to college kids only not high school. Because college juniors and juco players can be drafted thinning out that class year this causes that class to be smaller the following year when they are seniors. This causes the AI to magically create new seniors to make up for the shortfall defeating the whole purpose of the draft progression model. So how much more extra rounds need to be created to avoid or minimize this from happening? I used to do 20 rounds with 21 rounds of players created but Ive upped it to 25 to see if that helps to have healthy draft classes and minimize the last minute created college senior since im assuming 25 rounds will also create 25 rounds of lower classmen.
