Speed in game isn't really a reflection of true straight line statcast speed. It primarily controls/reflects how often players try to steal bases. It also affects how much they stretch hits into extra base hits, and can have (though not always) a slight correlation to things like defensive range as well in some cases.
It's more of a functional speed rating, not a pure measure of how fast a player runs. How fast do they play on the baseball field.
O'Neill may be fast in a straight line according to statscast, but he doesn't use that speed in games. He never really steals bases, doesn't really hit a lot of doubles or triples and seems to have mediocre at best range defensively.
So his speed in-game is nothing to write home about.
