Great Midwestern League

This will probably involve knowledge people have from OOTP20, but I imagine it will be the same in 21. It is an idea I started playing with in 20, but got distracted by other shiny objects and never went through with it.

My idea is a Major League, without minor leagues, and then 5 or 6 "State Leagues" at AAA, or maybe AA level, independent, but in an association. The top league will be able to buy players from them.

My questions are:
  1. Is there an easy way to create one of the State leagues, then copy it for the other states? I did it all manually last time and that was a pain.
  2. If I create an Association playoff, does it normally have prize money for the teams involved? I would like for it to be profitable to make the playoff, but not imbalance the financials.
  3. Would AAA or AA level be better, if I want a fair amount of MLB teams buying players from the lower league? I don't want teams to lose 5 or 6 players a year, but I would want one or two for a team to not be unusual. I am interested in the dynamic or losing a top player, but getting a pretty good sum of money in exchange.
  4. Is it possible to limit the time frame that MLB teams can purchase players, i.e. only in the first couple of months of the season?

Fired up for OOTP21 and the new MLB season, so this idea came to mind as one that I never completed in 20.
