Bluenoser, in versions 18 to 20, at least in my experience, the percentage of 2nd nationality usage for players from nations can be edited through the in-game nation editor, I believe. You might try looking there, and if I'm right, you may want to note on paper or in a computer file of some sort the existing percentages listed for the nations you want to change the percentages for, in terms of second nationalities for players from those nations, just in case you may want to vary them in certain dynasties, but not permanently lose the original values for such things, in any and/or all of your dynasties for at least those three versions of OOTP.

This will also work, I believe, for fictional nations you may periodically add to certain dynasties of yours. It has for me, I'm sure, and I have no doubt the same thing is true for others here on the forums.
