Someone answered my post on the OOTP20 Discussions Forum.

CD, there is nothing wrong with OOTP20 as far as trading offers.
The game is designed to do it this way.

This is the default setting... teams will make offers for players that are not listed on the trading block.

Change the trading frequency to a lower setting and you will get fewer trades requests
