Well, there simply are not a ton of historical iron cards out there, so having these packs come out with roughly 50% iron cards would just totally destroy things.
Silvers are 1:10 odds in these packs instead of 1:20 in normal packs, and the iron:bronze ratio is set so that on average you'll get about 1 iron per pack (I got 54 in the 50 test packs I opened)
