I like this idea. There should be a minimum threshold for participants though, say, two thirds of the prescribed field? If less, the tournament still shuffles on.

Then we should also look into the pushback times. Another 24 hours seems excessive.

Another idea: if a daily/weekly does not fill by, say, an hour before start time, let people join with their second and third teams under the same licence.
