I think as a business teams can decide for themselves what kind of entertainment experiences they'd like the fans to enjoy. Heckling changes the atmosphere for all those sitting around the hecklers. It might encourage some fans to attend more games, and it might do the opposite.
Maybe the best idea is to have heckling areas, and ban it elsewhere. Something like the left side of the stadium can heckle, but not the right side.
