More coach types at MLB Level & "Roving instructors"

I noticed that several personnel who are 1st/3rd Base coaches are floating as available personnel in the game, and thought about a good improvement for OOTP 21.

tl;dr why no base coaches and roving instructors? hardly any good staff with decent coaching baserunning/fielding stats, adding those positions and real world personnel to game can fix it.

One thing that stuck me, was knowing that several coaches are either not with their teams, or simply don't exist within the game, despite base coaches being an integral part of the game, especially when it comes to 3rd base coaches sending runners home or holding them up. This is glaringly obvious in the case of overly cautious 3rd base coaches, whom might cost a team runs that never happen holding up runners with less than 2 outs. (I'm looking at you Ed Sedar.)

I was thinking also how they impact the development of baserunning/fielding/hitting roles within the teams. For example, many times if a team doesn't have a specialist coach dedicated to working with fielders (Willie Randolph was hired by the Brewers about a decade ago specifically to work with infielders, but also as an additional knowledgeable staff member) would work with fielding/baserunning that isn't always clear to fans.

The benefit of a "roving hitting/fielding/baserunning instructor" for the entire minor league system is a thing that is also used by many clubs seeing the benefit of one or several experienced coaches to work with prospects on various aspects of their game, while not being tied down to one minor league affiliate.

Even if OOTP Dev team isn't keen on the concept of having them directly impact the baserunning mechanics of the game, the number of personnel who are skilled at teaching baserunning/fielding is a massive glaring hole in the game that adding base coaches/minor league instructor slots could really improve and add a bit more realism to the game with.

Also, enabling the player to set their own character's stats when an actual manager would be a good idea too. Might be a negative effect that shouldn't exist if there's no boost to player development by being the manager.
