In the past mission rollouts, they have mixed teams with lengthy histories with expansion teams with shorter histories that result in fewer missions. I believe it is worth noting that of the 14 expansion teams, 9 have already had missions introduced for them (8 if we're counting the post-Montreal Nationals who still lack representation).
I personally expect them to follow this pattern and introduce several more expansion teams to get closer to completing these. With 5 (or 5 and a half) remaining, I could easily see 3 being introduced later today. [Edit: The remaining expansion teams without missions are the Angels, Mets, Astros, Brewers, and Padres. Of note, both the Brewers and Mets have missions pertaining to a specific team (Collect Harvey's Wallbangers and Amazin' Mets) which could create a overlapping situation similar to the Red Sox's team missions and their Curse Breaker theme.] I also expect these missions to be released alongside a couple different teams with lengthy histories who have pretested and easily balance-able players who merit inclusion (like the reintroduction of the Top WAR Boudreau for completing the Indians mission, hypothetically speaking).
Or they could just do whatever... Luckily I don't have to wait long to be proven wrong!
