In my opinion, I would upgrade 3B and C last, and you probably can find pretty cheap solutions at 1B and DH (gold Dick Allen and Harry Heilmann, for example). LF is also pretty easy to replace cheaply, and RF is similar but a tad more expensive.
So I would personally prioritize spending on SS, CF, and 2B (and SP) since they're so crucial to the core of your team. But you're probably not winning a Perfect WS title until every positional need is mostly filled, so the order doesn't matter much either way.

Funny thing is, with Motown (who plays in a hitter's park) I decided to upgrade catcher first.
When I started the team I didn't put too much thought into catcher defense. Then it finally struck me that maybe if I had a better defensive catcher there my pitching staff wouldn't look so terrible. I know LaValliere is an option but he's used on Annandale so I didn't want to make him full time with Motown (I try to not to use the same player on different teams). So I ended up getting 92 OVR McCarver, since I thought it would be a novel thing to have a catcher that plays good defense that actually hits.
One of the issues with Motown is that their theme is only players from 59-87, to that restricts my choices; so infielders like Cronin and Boudreau aren't an option. I realize having a theme like that might torpedo the team competitively but theme teams are fun.
