The percentage thing is messed up from the very begining. Since the very first selections did not get the full vote, lots of voters got into the mind set of " he's not as great as Ruth, so I'll not let him get a percentage higher than Ruth". Some voters would categorize players into "first ballot HOF", "second ballot HOF", and so, and would not vote for the player until they feel the time is comfortable.
