The "GM and Manager" salary is in the budget as part of Personnel expenses. (You can confirm it by adding up all the salaries on the Personnel tab and comparing the total to the Personnel Expense line in the budget on the Accounting tab. This is located through Front Office.) If you wan to edit the salary, you can do that as a Commissioner, iirc, it's a line on the Team / Settings tab.)
