I don't think there's a way to do what I want, but I'd like there to be a minimum quality for established international FAs. It's kind of silly for a 20/80 player that's 30 years old to be in the FA pool. I don't want them all to be superstars, just a higher floor.

Up to now, I've edited them manually to make them at least a 50 in the OSA scout's book, with the agreement that I won't ever sign a player I've edited. If there's a legit guy I'll go after him; otherwise, I leave him alone.
