I'm not sure how you'd expect it to work in a standard game - in the historical games recalculation uses the player's approximate real-life historical career progress to update his ratings instead of the more randomized option of using the regular development routines. But there's no way of knowing how current players will develop in the future - we'd just have to guess and/or use some sort of canned, predictable development patterns for everyone, which wouldn't be very interesting.
Turning development off in a standard game just freezes the player ratings as they are.
