Here's what I would do for THIS version (PT19), considering that it is becoming stagnant and needs a little shake-up to rekindle interest...
1) Put any team that has not been logged on in one month in the entry pool. If the owner returns, it automatically goes to bronze next week.
2) Re-seed the remaining teams based on all-time winning percentage, with the caveat that no team can be seeded at a level higher than it has ever achieved.
Using a pyramid league structure, this would put the best teams in perfect, the really strong teams in diamond, and seed the other teams in a competitive league.
