I can confirm that it can change a scout's view on the player's potential. Long story short: took a 5 star potential catcher in rule 5 draft, two months later my scout downgraded him to 3.5 stars potential, few days later requested a scouting report because I was pissed he got downgraded without stepping on the field, got downgraded again to 3 star potential from 3.5 from the scouting report.
