The problem with lowering the odds you get a card you own is that most of the cards are by necessity going to be crappy ones. If you open 1000 packs you will probably own all the iron cards there are. So if they lowered the odds you got a card you owned then that would increase the odds you get a good card, which is screws up the card distribution odds.
If you get a duplicate of a good card you own (which will happen to many people) you should just sell it and use the funds to either buy a different good card or more packs. Granted, buying a good card doesn't give the adrenaline rush that opening it from a pack gives you, but that's a small price to pay.
