I'm currently running a 14 team fictional league. I would like to add 2 new teams in the off season, however i don't really feel there is enough talent in the league to just add teams via expansion draft. Is there a way to add teams and then just fill the rosters up with new fictional players? I think i tried doing this before but the all the players on the new teams had minor league contracts.
