Perfect team won’t allow you to do an online draft and build a league for yourself and your friends.
The closest thing you can use in Perfect team is the „friends feature“ which can be used to bring teams in the same level (bronze/silver/gold/...) together in one league.
However, you will end up with other teams in your league as well and promotions/demotions will change the league each week.
Perfect team does not have a draft either. You build your team by opening card packs so teams can end up with the same player on their teams (ex. multiple teams could be lucky and draw Babe Ruth cards for their roster).
Perfect Team can be a lot of fun and we had a league of similar minded folks that all used the friends feature in PT19 to compete against each.
I think what you are looking for is an OOTP online league that can have a draft and sim every week.
I am not an expert in online leagues so I will let someone else jump in that has spent more time in online OOTP leagues.
