Unless something changed in this year's version, it should be someone that was born in or near the home city for your team. So if you are in NYC anyone born in NYC and I think maybe a 100 mile(?) radius around the city qualifies. Then you still get partial credit if he was born a little farther away than that. I don't remember the exact numbers and it could have changed or been tweaked in the new version but that's basically how it worked last year as far as I can recall.
