They could even make it so that each level gets harder to get promoted from. Like Bronze everyone who makes the playoffs goes to silver. In silver if you win a round you go to gold. In gold if you go 2+ rounds you advance. Then to make the final level you must win the world series.
In conclusion, requiring a world series appearance to make it out of Bronze level seems...a bit much.

But it doesn't require a World Series win. In the early stages of a version (like what's coming up in version 20) a bunch of teams will be promoted early to fill the ranks. Once the ranks are full, fewer and fewer teams will be promoted each week. When I started (6 weeks ago) 4 teams were promoted from Bronze to Silver - now it's down to two (both WS opponents). As someone else said earlier, the later in the year you start, the harder it will be to move up the ranks.
