Having at least 4 promotions and 4 relegations each season should help this quite a bit. Plus the addition of the extra league (iron) should mean all teams in a specific level are much closer.
It just seems after about 4-5 weeks in 20 there should very rarely be a point with multiple whale teams in the same lower league.
