Central Scouting is for the NHL only - it's modeling the actual NHL Central Scouting Department, its staff, and the reports it produces. Other leagues don't have an equivalent (the OHL and QMJHL have "central scouting services", but their size, scope, and role are a little different, and they aren't represented in the game yet.)
