Oh yeah, here's a chart I did awhile back comparing the ratings to some stats for starters in a Perfect League I was in. You can see they are fairly well correlated, although there's definitely not clear cutoff points. The 70 is more from experience and knowing the available pool of players.

On my Perfect League champs, lowest MOV for my SP was 68 for Randy Johnson (97) and it showed, so I moved him to the BP when I got a 77 MOV pitcher (Time Keefe) to replace him.
