If a league is nonplayable, development is approximated instead of using the detailed coaching/development system the playable leagues use. It won't hurt their development, it'll just tend to be more generic than in playable leagues where the team can focus on improving specific areas of a player. For younger players with high potential like Kakko, it won't make a noticeable difference. But for older players and/or those near their potential, a playable league may be better at reaching/surpassing potential.

The nonplayable leagues also don't generate stats using the match engine the way playable leagues do, so the stats in them won't look quite as realistic.
