It will essentially help the players differentiate which league is the "better" league in free agency and will make it much less likely your best players will sign with a team that is in the Lower league. It is on a 1-10 scale with 10 being the highest.

It won't make any difference, if he's not using financials he won't have free agency. League reputation equates to quality of league. MLB is a 10 as it's the highest quality league. An Indy league might be a 5, so yes if you have FA that will make a difference.
Eugene - Whether you have finances on or off isn't going to matter as far as restructuring your league (2 sub leagues to 1, etc).
