AI GM's rejecting a trade they said they would accept

I got the ever annoying owner goal to acquire a hometown player (really tough when my custom league has 80 teams across north america and I'm playing a team from Anchorage, Alaska. 13 players out of 18,000 are from Anchorage)

But anyways, I managed to find a decent player and tried to trade for him. Sent the AI an offer which they thought about for a couple days, then rejected. The AI gave a list of players I could add to make the deal work, one of whom was a low-level minor leaguer who I didn't care much about, Raul Esquibel. (See first photo).

So I clicked on "Respond to Message > Discuss Trade Again", added that minor leaguer, and submitted the offer. The AI had to think about it again which I thought was strange, and then a few days later the AI rejected it again(see second photo)!

This time they had a new list of players which are all ABSOLUTELY not an option, they're all either star players or A+ prospects. Are the AI supposed to just be dicks and not accept trades they said they would accept? Or is this a bug?

For reference, trading difficulty is set to Very Hard.

EDIT: I forgot to mention, when I clicked "Discuss Trade Again", I initially went to the "Make this work now" button, thinking that list of players would be updated to reflect the players in the email, but it was still only 3 stars they had asked for the first time which were off the table. So I just manually added the player from their email list and sent the offer.
