Potential in Perfect Team

From what I have read, the only stat that can grow over time in perfect team is position rating- based on the existing underlying stats and the amount of innings a player spends at a given position.

When viewing player profiles I see that the current/potential ratings are always the same.

However, in 'comparing players' I have noticed that some players, (Specifically some pitchers, specifically Dallas Keuchel 83 and Matt Barnes) have hypothetical gains in potential. Each has a 'control potential' of 80, but the pitchers have 65 and 39 ratings, respectively. Most of the other pitchers I have checked are listed with actual/potential ratings, as depicted on their main profile

I presume this was an accident or oversight, and that there is still no room for growth on these players, due to the nature of the game. I have logged barely any innings with either, but would consider them more uh, viable candidates if I knew they could improve their control to near elite levels!
