I've looked all over these forums, r/OOTP, and google and not been able to find anything current as far as guides/tutorials/resources on how to customize the UI for '18.

And whatever Add-on Central is, I can't figure out how to access it. I have the steam version of '18, which only wants to send me to the steam workshop that no longer exists.

I see a thread in the '19 forums that links to add-on central, but that link/site doesn't work either.
