Record Breaker Carlos Delgado (2003, I believe) has performed well in every season I've played him in except for one. He's not great defensively but he hits RHP very well and if you can platoon him with a half decent bat vs LHP you've got a great combo.
All Star Roy Oswalt (Astros, can't remember the year... although I doubt there is more than 1) has also performed extremely well for me as a starter. High movement rating helps with HR prevention.
Both are gold and both definitely can be found for under 10k... maybe even under 4k.
