Well, it is comparative to his competition at the time, not all the players in the game, otherwise the Dead Ball hitters would mostly have super low Power ratings.
His high Stuff and Control makes sense, as he was the #1 Strikeouts/Walks leader 4 years in a row. He was also pretty good at HR/9. During those years, his SO/9, BB/9, and HR/9 ranks were:
2001 - 3rd / 2nd / 34th
2002 - 1st / 2nd / 24th
2003 - 2nd / 2nd / 16th
2004 - 6th / 3rd / 6th
So, assuming those 4 years make up his peak, perhaps his Movement might be a bit high (tied for 10th in the game), but 28th best Stuff and 5th best Control makes sense for someone with those peak rankings.
I can't figure out if I can make Baseball Reference combine league stats for just those 4 seasons, but I'm going to bet he's #1 or close to it in SO/9 and BB/9, and has one of the best HR/9.
