When you set up a league with an inaugural fantasy draft, go into the draft screen. In the bottom-left corner of the draft screen, you have the option to set the budget that each team can spend on the draft. By default, the option is off, so first turn it on. These instructions from earlier in the thread should clarify what I meant. These exploits are available during initial league setup, even though you cannot use Commissioner Mode to keep making any changes you want.
