This has just started to happen in my long running league that was started in v4 (2002) and imported into every new version since up to v19. I play out all of my games and am in my second season with v19, the issue was not present in my first season. I'm just finishing May in my game and can't say exactly when the issue came up. During ST, opening day, or perhaps at my bi-monthly scouting updates? I don't know, all I can say is when my scout just discovered a SP and I read his scouting report it was as a RP. I then started looking around the league and found others with the same issue but.... there still are plenty of SP still scouted as SP.

From what was mentioned is that they will continue to be scouted as a RP until their 3rd pitch theoretically hits some kind of threshold which then in turn makes the next scouting report a SP report vs a RP one.
I do not necessarily agree with the functionality but it makes more sense in explanation.
