Honestly I wouldn't ever even bother with feeder leagues. It really kills your speed. Doesn't really work right either.

Depending on league size you would need so many feeder teams to fully populate a draft each year. Basically more feeder teams then a Full OOTP universe. This is what kills sim speeds. And increases your universe size. Problem of speed when exporting and importing to new versions of OOTP.

I rather have all he foreign leagues on then feeders. Especially when it comes to sim time.

Back to the OP's question. Sounds like you want to setup Independent leagues and not feeder leagues. You can create them at any skill level you want. And you can say make them have to play 4 years before becoming a free agent. Even add a Age Restriction to keep them in whatever age bracket you want.
