The pitchers in the 60s and 70s were pitching in ridiculously low scoring eras. The worst qualified starting pitchers in the leagues still had ERAs under 4. I don't know how you can even compare them to Pedro Martinez in 1999, when the best pitchers in the league had close to a 4 ERA, while Pedro still was about 2 runs better than every single other pitcher. Also, Tom Seaver was better than Vida Blue in 1971, along with every other year.
