I can see the logic of not sorting the players who want to buy wins from those who want to earn them on a level playing field. It would be terribly cumbersome to implement. But here's a solution that wouldn't be so hard. Simply put into a manager's profile how many points they bought. That way, if you get beaten by someone who bought a lot of points, it won't feel so sour. And if on the other hand you beat them, it will feel more and more good in proportion to how many points they bought.
One could go further and devise new stats, such as 'Wins per Point'. You could then do the promotion/relegation not on the basis of raw wins, but on the basis of this normalized stat instead. That way, players could buy their wins if they want to, but their wins wouldn't be worth as much.
If you buy enough points, you might even "win" a championship and get relegated anyway. (I hope people can see that humor was intended here.)
