A 25-year-old player that's never made it to the majors is not a prospect. I'd probably set the limit around 22, but YMMV.
Also, a young player whose potential is 20 isn't a prospect either.

I beg to differ on your definition of prospect. It is usually anyone under 25 sometime 26. For example Seby Zavala who is 25 for the White Sox he is a top 30 prospect in the system. Prospect doesn't necessary mean that he is a top prospect.
