I like basically everything about this suggestion, but this right here is big, and it's something that hadn't even occurred to me until just now. It really doesn't make a lot of sense to split it down LH/RH lines - Fenway's Green Monster doesn't only have an effect on righties; lefties who tend to slap the ball to the opposite field should also have their home run numbers reduced by it.
