I'm almost 100% certain the answer is 5 standard packs.

Here's why: You'd be paying 4000 PP just to upgrade one Bronze card to a Gold card, and 4000 PP gets you two gold cards (specific gold cards, that you know you can use) from the auction house.

The third option is not to buy any packs, but to use the auction house instead. I happen to have done some math out of boredom, and by my estimation buying a pack is "profitable" if you expect that you'll be able to resell the contents at 185% of the minimum sale price or more, on average. I don't have the data required to know if that's the case, generally speaking - I can only review my own transaction history. For what it's worth, the two Silver cards I sold at the auction house went for about 400% of the minimum sale price, so at the moment I'd have to say opening packs is a pretty good use of PP, particularly at the beginning when any Silver-or-better card will go directly into your Active Roster.
