All the achievements in PT have a specific payout. We may tweak or adjust those as we play, but they're all set at fixed amounts (ie. a player getting 4 hits in a game pays X, 5 hits in a game pays Y, etc...)
As for playing in challenge mode games and getting packs, I'm not sure exactly how that will link up, but I do not think that it's a 1:1 relationship. That part is not done yet, so we will need some testing to make sure we're giving out packs at the right rate.
