I've been playing as Cracovia for a few seasons and I find 1 July to be a totally useless day, as I only have a couple of thousand to work with. If it ever loosens up a bit, it's generally not until after the season has started.

I remember there used to be a bug where the money you appear after choosing Offer Contract for a player (but without actually offering the player a contract) would occupy part of the team budget until restarting the application, but that doesn't seem to work this time.
