Start the historical league in 1901, in step one, check "Use random players from all eras instead of real rosters" In step 2 check which levels of minors you want to use. In step 3, un-check "Automatically expand league" if that's what you want. I mean you do have 60 seasons to change your mind on that as well. Step 4 is ratings and picture settings, so whatever you'd like to do with that. Then when you get to step 5 it's your info and teams. You could go into advanced mode here and change team names if you'd like, or just randomize them and start the league from there.
I've found in most of my random debut leagues that the beginning talent has been spread out and not full of superstars like you're worried about. In my most recent start, actually, the talent level at the start was very low, but the teams were fairly equal. Good management early on is what separated the haves from the have-nots.
