use a cloned league to see if that even works before borking up your league. as with any other suggestion.
also, turn on 100% accurate scouting and re-check. it very well may be better than it seems, but you should have "down" years. the talent will definiteyl ebb and flow in any year's draft. scouting accuracy of draftees is horrible on almost any setting and scout quality.

I agree with the 2nd part of your post, that's a good idea, but what does having my league full of Canadian players have anything to do with the draft pool having all pitchers at the top of potential talent in the next draft? I guess i'm not seeing the correlation. Not sure i understand that part.
